Left Parties Statement

The Left parties, the CPI(M), CPI, RSP and AIFB met today and issued the following statement:

Food Security Anti-Price Rise Movement
The Left parties took stock of the ongoing movement against price rise and related issues. It decided to hold a national convention on price rise, food security and connected issues in the beginning of July, from where the future course of action will be announced.

Posco Struggle: Stop Use of Force
The Left parties condemn the firing and the resort to force by the armed police against thousands of men and women who were resisting and blocking the predatory moves of Posco to take over large tracts of fertile land in Jagatsingpur-Paradeep area of Orissa.
Today more that 40 platoons of armed forces were mobilised. They moved down to the Posco site and confronted the thousands of men and women who have been sitting on dharna for the last several months. The armed police resorted to tear gas, lathi charge and fired with rubber bullets in order to disperse the protesters who have now retreated to the villages. This has caused injuries to more than a hundred, including 60 women. The CPI MP of Jagatsingpur was taken into custody the previous night. State CPI and CPI(M) leaders were present on the spot when the firing took place. Canards are being spread by the government that some of the protesters threw bombs. This is a total falsehood.
The people were also protesting against the Posco’s move to have a captive port alongside the existing Paradeep port, which will have an adverse impact on the Paradeep port. Posco is also proposing to have captive iron ore mines instead of purchasing ore from the Orissa Mining Corporation. The proposal of Posco to draw water from the Mahanadi Barrage will seriously affect the irrigation system and also damage the ecological balance in the region. Ignoring all these concerns the Centre and the state governments have been backing Posco in their efforts.
The Left parties demand that the state government stop the use of force against the agitators.

Maoist Killings in West Bengal Condemned
The Left parties strongly condemn the killing of four CPI(M) workers, all of them agricultural labourers, in the West Midnapore district and one activist in Purulia district of West Bengal by the Maoists. It calls upon all democratic forces to condemn such violence.

Andhra Government following World Bank diktat: CPI (M)

Communist Party of India (Marxist) has criticised the State government for following the dictates of the World Bank in diluting welfare schemes like reimbursement of scholarships to students.

The CPI (M) said the policy decisions on cutting down allocations for welfare schemes were aimed at securing assistance from the World Bank under the AP Economic Reform Programme and not due to financial stress as was being claimed by the government. The government should elicit the views of all political parties before embarking upon policy measures that were aimed at shelving welfare schemes, CPI (M) State secretary B.V. Raghavulu said.

In an informal chat with reporters here on Thursday, Mr. Raghavulu said the weeding out of ration cards in the name of existence of bogus cards amply showed the government's keenness to implement the World Bank-dictated policies.

Asked about the reports of Justice B.N. Srikrishna panel's invitation to APCC president D. Srinivas and TDP president N. Chandrababu Naidu, he said it was unfortunate that the two parties were creating confusion among the people with their inability to take a firm stand on the Telangana issue.

He faulted Union Home Minister P. Chidambaram for claiming that the solution to Telangana was lying within the State.

SFI On NCHER BILL

The UPA government introduced the NCHER Bill in the last session of Parliament. This Bill if passed would drastically change the structure of policy making in the higher education sector of India. The main thrust of this bill is to centralize the powers relating to higher education in the hands of an all powerful 7 member committee. What is even more dangerous is this body would not have any accountability to the Parliament unlike existing bodies like the UGC etc. The HRD Minister Kapil Sibal has claimed that this bill would rejuvenate the higher education system in the country. The legitimacy for this bill was drawn from the report of the Yashpal Committee appointed by the prime Minister.

In a major turnaround which has exposed the nefarious designs of the government and the HRD minister, Prof. Yashpal who headed this committee has accused the HRD Ministry of distorting his recommendations. In an interview to the Telegraph Daily dated May 6, he has in fact gone on to question the intentions of many of the changes inserted by the ministry. He has expressed serious concerns that such a move would lead to the concentration of powers inn the hands of a few without any accountability. He has also said that the provisions in the NCHER Bill would actually curb the autonomy of the educational institutions rather than protecting and strengthening it. Prof. Yashpal has said that he is getting increasingly frustrated with the government.

The statements made by Prof Yashpal have vindicated the position taken by SFI and other democratic sections within the higher education stakeholders in the country. The government owes an explanation to the country in the wake of these serious allegations. The revelations by Prof Yashpal are yet another addition to the bankrupt policies of the UPA government, which is continuously losing credibility in the eyes of the people.

The SFI demands that the NCHER bill should be withdrawn immediately. The NCHER bill along with other policies of the HRD minister constitutes an attack on the democratic structure and the spirit of the very grain of diversity India has. The SFI will fight against these policies tooth and nail.  The SFI CEC calls upon all its units to expose the UPA’s sinister designs and rally the student community against the onslaughts on education sector.

Red army's Victory: Greatest symbol of power of resistance and revolutionary struggle

Excerpts from speech by Fidel Castro Ruz, May 8, 1975

"Fascism arises in the world just after the October Revolution, fascism arises in the world as a tool against Marxism-Leninism.

Were the capitalist countries and the imperialist countries that created the conditions for the emergence of fascism in the world, and the campaign of the fascists, from which emerged in Europe, was heading for anti-communism, the extermination of the Communists and to the destruction of the Soviet Union.

Once defeated the first intervention against the October Revolution, began to emerge with the brutal force political current in Europe. Fascism was the ultimate expression of bourgeois and imperialist reactionary thought, and since Hitler came to public arena declared their intention to attack one day to the Soviet Union proclaimed its racist doctrines and ideas about the extermination of entire peoples, of the enslavement of tens of millions of men and conquest of new territories.

It must be said that all mankind paid dearly for this political phenomenon, that all mankind paid dearly for this travesty of the bourgeoisie and imperialism, because even the capitalist countries, at a given time, were attacked by fascism.

We all remember those tragic years that preceded the war, we all remember the policy of conciliation with the fascism of the capitalist countries, we all remember the criminal division of Czechoslovakia, which was broken up and distributed to satisfy the expansionist ambitions of fascism, the capitalist governments shamefully giving in meet the demands of Hitler.

In essence, the policy of those powers is poised to launch fascism against the Soviet Union, to push Hitler's hordes to Russia.

We all remember how at that time began the war by invading Poland, the reactionary government of then chose the risks of isolation and aggression to coordinate their defense with the Soviet Union.

We all remember how, after the invasion of Poland, began the invasion of Norway, Holland, Belgium, France, Denmark. And remember too how the armies of capitalist countries virtually collapsed without resistance. Within days, in some cases and in others a matter of weeks, one after the other nations were defeated.

The news that the tanks were in the rear and aerial bombardments, completely demoralized the bourgeois armies, who were unable to resist Hitler's aggression. And when the fascists had virtually dominated Europe, with all the resources and technology of the European economy, began in June 1941, the cowardly and treacherous attack against the Soviet Union.

The Soviet Union had endeavored to preserve peace, the Soviet Union had attempted to unite all anti-fascist forces in Europe, the Soviet Union got tired of constantly preach the need to stop fascism. But it hit the blindness and deafness of the leaders of the capitalist countries.

What happened, however, when the invasion of the Soviet Union? All know the saga of Brest-Litovsk, in that strength for weeks when Nazi troops were already deep in his rear, resisted heroically, with a handful of men, the charge of an entire division.

The Soviet people are not demoralized, Soviet soldiers did not lose even when tanks and enemy troops were tens of kilometers in the rear!

Hitler's armies were accustomed to combat reactionary social systems, social systems against capitalists, against bourgeois armies. And when there is aggression against the Soviet Union meet for the first time with a different type of army with a different type of soldier, with a type of people moved by other motives, and are from the first moment fierce resistance : Soviet soldiers died defending their positions!

The Soviet soldiers refused to surrender, Soviet troops were not ever up! And when they were surrounded, and again attacked and fought back to try to get through. And despite the tremendous blows dealt the treachery of the enemy in the early days of the war and in the early months, at no time this people and this army is demoralized.

The example of the Soviet Union, and the epic of its Great Patriotic War, show, first and foremost, the superiority of the socialist system, the strength of the socialist system and the strength of the Marxist-Leninist ideas!

Nazi troops, accustomed to walk victorious in Europe, proud of his victories, convinced of the invincibility of blitzkrieg tactics, also imagined that the Soviet Union would collapse, Leningrad and Moscow would be taken within weeks, the war Lightning would win there too. And yet, everywhere met fierce resistance. It even came to Leningrad, but failed to take the city of Lenin. And the people of Leningrad endured the fascist siege for 900 days!

If we analyze the history of all wars, will be very difficult to find a city that has withstood a siege of 900 days. Leningrad died of cold and starvation, collapsed on the streets constantly bombarded by artillery fascist but men and women of Leningrad did not surrender!

Fascist troops approached Moscow with the bulk of their forces ... but Moscow could not be taken, Moscow did not give up, resisted Moscow, and not only resisted but counterattacked and took the offensive.

They moved the second year of the war on Stalingrad considerable fascist forces, and came to Stalingrad, and even took a part of Stalingrad. But Soviet troops, a few hundred meters between the city and the river, resisted. And there fought the greatest battle in the history of wars! ...

Again, in the third year of war, the fascists tried to take the initiative and powerful forces met again toward Moscow. And he pounds the famous Battle of Kursk Arch, which was one of the fiercest fighting of the war, in which again the fascist troops crash continues the heroic resistance of the Soviet soldiers.

And then, when the Soviet army takes the offensive, when it was finally time to settle accounts, it starts moving towards the territory of the fascists. And write immortal and glorious pages in projecting the heroism of the soldier, the patriotism of the people, the superiority of the technique and, above all, the superiority of revolutionary principles.

Soviet troops did not stop until the very heart of fascist Germany, until the day that the top of the Reichstag brought the glorious and victorious banner of the Soviet people! ...

How could the Soviet people react, recover from the initial shock of more than 5 million soldiers and the most powerful war machine aggressively until then had known the world? How could those people in the midst of this attack, despite the depth of the advance of enemy troops, despite the enormous material and human losses, recover? For if great was the feat of the soldiers was unusually large feat of all people.

This is explained primarily by the presence of a seasoned Party: the Party of Lenin, the Communist Party of the Soviet Union, organizer of the revolution, construction organizer, organizer of the people and armed forces, organizer defending the socialist homeland.

... The fact remains, historical, indisputable is that precisely the people and the Soviet army who carried the main burden and decisive in the defeat of fascism. It was the Soviet people who paid the higher price, and that made the main contribution to the victory. Without that contribution would have been absolutely impossible to defeat fascism. You can not compare the participation of any other country to supply the Soviet ...

What would have been the fate of humanity? What would have been for all the peoples of the world? What would have meant the absence of such a force that shield? If humanity did not meet again the horrors of a world war, this is due to the policy of peace and the might of the Soviet Union.

The overthrow of fascism created new conditions for everyone. Before the Second World War, if we looked at the maps of Africa, we were that there was not a free people throughout the African continent, if we looked to Asia, we saw that there were few who were not colonized peoples on that continent; if we looked to Latin America, we saw absolutely dominated by U.S. imperialism. A few powers had divided the world, enslaved and exploited.

Because when the Soviets fought and died in Leningrad, Moscow, Stalingrad, Kursk, Berlin, were struggling and were dying for us too! His heroes are therefore also our heroes. Its martyrs are our martyrs. His blood is our blood! ...

Forwards victoriously the cause of revolution and socialism, the cause of Marx, Engels and Lenin, Ho Chi Minh cause, the cause of Martí and Maceo, Camilo and Che, the revolutionary cause of all the Because of the Marxist-Leninists, the cause of socialism, the fair cause of communism. And the extraordinary contribution that the Soviet people has given to this cause of humanity, the peoples of the world will be eternally grateful! "

65 years after - never again fascism, never again war!

On the morning of May 9 of 1945, 65 years ago, mankind woke up free from nazifascism after the brave Soviet soldiers finally entered Berlin and defeated the hideous Nazi regime. Nevertheless, this victory could only be achieved after a war of suffering for all mankind and destruction of most of Europe, particularly the Eastern side, in which the troops of Nazi and Fascist regimes destroyed and killed all in its way until they were stopped. On this 65th anniversary of the peoples’ victory against Nazifascism we remind the main actor of this victory that freed mankind: the people. It was the popular resistance organized against fascist imperialist offense that defeated fascism. We remind particularly the contribution of the Soviet people, who had to face more than 2/3 of the battlefronts. It is upon that victory, essentially conquered by youngsters, that WFDY was built to ensure that the youth would never again live under fascism and would never have to face war again.

However, 65 years after the peoples’ victory over fascism the total freedom is still not here. As 65 years ago also today the dominant classes are using the crisis of capitalism to directly attack the workers’ rights, to promote xenophobia and racism against immigrants and to attack the freedom and democratic rights attempting to criminalize all those who struggle for an alternative to this obsolete capitalist system. It is remarkable how now, as in that period, the communists, anti-imperialist and progressive forces are always the firsts to be chased.
Nowadays the people of Palestine suffer the same slaughter, persecution and humiliation that Jews faced from the fascist regimes that chased them, enslaved them and killed them in their concentration camps that were not that different from the authentic ghettos that the blockade policy of Israel is spreading throughout the West Bank, as the siege done together with Egypt and USA to the Palestinian land of Gaza.

Even 65 years after the use of the nuclear bombs against people, following the limitless ambition of power of USA against a already surrendered Japan, the race for massive destruction, high technology and nuclear weapons continues and is lead by the USA, whose leading position as detainer of the biggest amount of nuclear weapons states for itself as a fact against all sorts of hypocrisies made by its administration.

On this occasion, WFDY calls upon all its member and friendly organizations to rally their efforts and spread throughout the world the criminal nature of the fascist regimes as upper stages of the not less criminal nature of imperialism and capitalism. For the full recognition of the historical facts and its inclusion in school books, for the end of all sorts of discriminations and xenophobia, for freedom, democracy, social justice and peace, let us join our voices as one and stand up to conquer this world forever free of injustice, war, destruction, hunger and illness.

Never again fascism, never again war - let’s defeat imperialism!

The Soviet Union, the Soviet people, the Communists, Stalin not only defeated Nazism - they save civilization

Speech by President of the Central Committee of the Communist Party GA Zyuganov at a meeting on May 9 in Moscow

According to news reports, about 100,000 people took part in the festivities organized by the Communist Party and the people's patriotic forces in Moscow.
The column under the red banners and portraits of Lenin, Stalin and the commanders of the Victory began moving from Pushkin Square. Zyuganov, the leaders of the CPRF Central Committee, the State Duma deputies. From the speakers sounded songs of the Great Patriotic War.

"Stalin, Rodina, Victory!" - Chanted the marchers. Above the column of the slogans: "All power - the Soviets", "NATO in the Red Square - the defeat of Russia."

Meeting on the 65 th anniversary of the Victory, was held on Lubyanka Square. During the entire width of the rostrum - the banner: "The victory of fascism, we could overcome capitalism!"

The rally was inaugurated on the execution of the song "Holy War". Then the participants of the rally, the Chairman of the CC CPRF GA Zyuganov.

Addressed a crowd of Communist leader. Today we celebrate not just a round figure, we pay tribute to the great historic feat of the Soviet country and its people, who went off to war the best sons and daughters and won this victory. Today we pay tribute to the great feat of Communists, rallied the people. Every second Communist lay on the battlefield. Today we celebrate the triumph of the great Soviet power, which proved stronger than all of Hitler's hordes. This is a celebration of spirit and strength of

mind. Under the Moscow and Stalingrad, in the Orel-Kursk and near Berlin, we were fighting not just against the Nazis, we fought against those who tried to enslave the entire world.

Our victory is priceless - stressed GA Zyuganov - because we have saved not only himself, the great Russian people and all our sister nations, we have saved all of Europe.

"Fascists, by breaking our open spaces, - continued the leader of the Communist Party - the first time in history set the task not merely to defeat the Soviet country, but, in essence, to destroy the great Russian people and tear the historic brotherhood of 130 nations and nationalities that we have gathered under its banner . Our country - the Soviet Union, the Communist Party, Generalissimo Stalin not only defeated, they saved civilization, and this historic feat of our people will remain for centuries.

But no sooner die down victory volleys - stressed GA Zyuganov - as again went to war against us our former "allies". They re-united against the Soviet Union. Listen to what he wrote in a 45-meter-known spy, Dulles: "We will prove that the Soviet Union - is as much a villain as Nazi Germany. We will do everything to loggerheads peoples inhabiting the Soviet Union.

Today, before the great memory of the fallen heroes, I want to remind you the real story, which strongly hide the current Russian authorities - said the leader of the Communists. - - Let's see how fought our "allies". A few months after the outbreak of WWII, the British were on the verge of surrender. And they saved only by a miracle.

As for France, she gave Hitler for 44 days. In fact, surrendered without a fight in Paris and the French president and prime minister after the war, the Supreme Court sentenced him to death.

- I appeal to young people - said GA Zyuganov: Do you have something to be proud of. You live in a unique, wonderful country. smashed the Teutonic Knights at Lake Chud, we coped with the Horde on the Kulikovo field, we have divided the French at Borodino, we kicked the Entente during the Civil War and saved the world from the fascist plague.

Today, when talking about the price of victory, I want to remind you: the Americans have lost 260,000, they are not accustomed to die for their country.

The British lost 380,000.

We have lost almost 27 million, of which 17 million - Russian.

In the First World War and the civil we lost 10 million people. And the current "reforms" that have become the destruction of the country, cost us 15 million, of which 14 million Russian. Thus, our country has lost almost 50 million over a hundred years. But we live under, and must look towards the future. To do this, we have everything you need.

- Said the leader of the Communist Party. - - We are a thousand years of history 700 years spent in battles and campaigns, otbivshis of all villains. But today we live in another country. The Great Victory was betrayed by the Gorbachev-Yeltsin clique of. The Great Victory was torn to pieces, when the Soviet Union was divided into parts of new vampires, greedily for power and property.

Today we watched a wonderful parade, which showcased the remnants of Soviet military power. And I told the gentlemen of the "United Russia": all 127 planes and helicopters that flew over Red Square - a product of the USSR, are products of the Soviet Union, from you there is not even paint! All the equipment, which was the cobblestones of Red Square - a product of the great Soviet era!

We have something to be proud of - continued GA Zyuganov - we have with you a great story. the banners of the victorious soldiers had written: "For us, the Soviet Motherland!" We will return the Soviet regime, we will do everything to the 70 anniversary of the victory mark in the revival of the country - our new Union!

I am very pleased - said the head of the Communist Party - that to us for the holiday arrived and the president of Ukraine, and the president of Belarus.

We must strengthen the relationship of the Slavic peoples of the kernel, without which there can be no future nor the Russian nor the Ukrainians, or the Belarusians. Our common future can be only when we are faithful to the Banner of Victory, the Soviet government.

And today, when our victory is a terrible rebound, we should remember Stalin's famous order: "Not one step back!"

His performance as leader of the Communist Party concluded its appeal to those who care about the fate of the Fatherland:

"Long live the young, true to the banner of Victory!

Long live the working class, farmers, engineers and intellectuals - the main ridge of the invincibility of our country!

Long live the great Generalissimo Stalin!

Long live the people, the winner!

Under the Banner of Victory - forward to socialism! "

Left Front retains Tripura tribal council with thumping majority

Communist Party of India-Marxist (CPI-M)-led Left Front in Tripra Friday stormed back to power in the Tripura Tribal Areas Autonomous District Council (TTAADC) for the second consecutive term in the election held on May 3. Total number of seats is 28. Election was suspended in one seat due to death of a candidate. CPI-M secured 25 seats while its ally Communist Party of India (CPI) bagged one seat.
With this victory, the Left Front has captured the TTAADC four times (1985, 1995, 2005 and 2010) after the autonomous body was formed under the sixth schedule of the Indian constitution in 1985.
Tripura CM, Manik Sarkar and CPIM Central Committee thanked the people of Tripura and appealed to all sections to co-operate with the newly elected council to carry forward the welfare schemes for the development of backward communities.

CPIM Central Committee Communique

The Central Committee of the Communist Party of India (Marxist) met in New Delhi from May 5 to 7, 2010. It has issued the following statement:

On Price Rise

The Central Committee reviewed the movement against the price rise of food items and essential commodities. There was an impressive mobilization for the March 12 rally by the Left parties which gave a call for the April 8 picketting and court arrest programme against price rise, for land, employment and against the attacks on the CPI(M) and the Left in West Bengal. According to the reports, 20 lakh people participated in these programmes.

The thirteen parties call for a countrywide hartal against price rise was a big success with a total shut down in many states.

The cut motions moved in the Lok Sabha by the opposition parties on the day of the hartal was to protest against the budget provisions which fuel price rise. The Central Committee condemned the UPA government for refusing to reverse the increase in customs duty on crude oil and excise duty of petrol and diesel announced in the Union Budget.

The Central Committee decided that the movement against price rise should continue. For this, the Left parties should meet and chalk out the next course of action.

Corruption Scandals

The Central Committee noted that the Budget session of parliament was marked by the outbreak of large scale corruption cases and scandals which are the outcome of the big business-politics nexus. The IPL affair has led to the first resignation of a minister from the UPA government, accused of malpractice; the IPL involves illegal money flowing in through the Mauritius route and other tax havens, the use of benami companies and large scale evasion of taxes. The Central Government has refused to institute a Joint Parliamentary Committee to enquire into the whole matter.

The 2G Spectrum contracts given out in 2008 saw the involvement of the Telecom minister, A Raja in large scale corruption. The CBI investigation which included telephone tapping has confirmed the wrong doing of the minister. The Central Committee demanded the removal of A Raja from the ministership and a thorough probe into the telecom scam. The illegal mining activities of the Reddy brothers of Bellary such as the Obulapuram mining project has had the protection of both the Congress government in Andhra Pradesh and the BJP government in Karnataka. Thousands of crores of rupees are being made though such illegal mining activities.

The arrest of the chief of the Medical Council of India, Dr. Ketan Desai, for accepting a bribe of Rs. 2 crores shows the rot which exists in such regulatory bodies. Earlier, similar corruption was unearthed in the AICTE. The corrupt practices in the MCI have polluted the medical, educational and health system. Firm steps must be taken to clean up these institutions. There are allegations of corruption and misuse of funds allocated for disability sports. The Paralympics Committee has been charged with mismanagement of funds.

The Central Committee called for firm and sustained steps against all forms of corruption in public life and those which are the outcome of the big business-politics nexus.

Misuse of CBI

Instead of using agencies such as the CBI to investigate economic crimes and cases of corruption, the ruling party is unscrupulously utilizing the CBI for its narrow political purposes. The brazen manner in which the CBI investigations have been used to muster support against the cut motion is bringing the agency into disrepute. The ruling party cannot be allowed to bring the CBI into disrepute.

The revelation of phone tapping of four political leaders further reinforces the charge that the Congress party is utilizing security and intelligence agencies such as the IB for its political interests. Using these agencies for such purposes should be made illegal and liable for criminal prosecution.

Extremist Hindutva Exposed

The arrest of three persons in the Ajmer Sharief Dargah blasts of 2007 have revealed the role of Hindutva extremist elements in this terrorist attack. One of those arrested is reported to be a member of the RSS. These elements are linked to the group which conducted the Malegaon blasts in Maharashtra. The enquiries point to the involvement of the same elements in the Mecca Masjid blast in Hyderabad.

The Central Government should ensure a coordinated investigation of all these terrorist attacks linked to Hindutva extremists.

In the Mecca Masjid bomb blast a number of Muslim youth were rounded up and kept in detention and tortured for weeks. 26 of them were also charge-sheeted and kept in prison for seven months. The bias in police investigation of terrorist incidents against Muslims in general is disturbing.

The Government of Andhra Pradesh and the CBI must take remedial measures. All those arrested and detained in the Hyderabad case must be suitably compensated.

Mumbai Trial Verdict

With regard to the biggest terrorist violence in India, the Mumbai attack, the Central Committee expressed satisfaction that through the judicial process the accused Ajmal Kasab has been convicted. The Central Government should make all efforts to bring the other accused persons to book to face trial.

Struggle Against Disinvestment

The Central Committee extended its full support to the public sector employees who are struggling against disinvestment of shares in enterprises such as the BSNL, Coal India etc. The CPI(M) calls upon all sections of the people to oppose the government’s shortsighted policy of disinvestment and privatization of the public sector.

Against Retrograde Legislations

The Central Committee reiterated its strong opposition to the Civil Nuclear Liability Bill introduced in the Lok Sabha disregarding the opposition at the introductory stage. The Left parties have already spelt out the totally one-sided nature of the Bill which constitutes a serious violation of India’s sovereignty and which compromises the rights of citizens regarding their safety and health in the eventuality of a nuclear accident.

The Central Committee is strongly opposed to the Foreign Education Providers Bill introduced in parliament. The Bill does not serve the interests of higher education in the country but will only facilitate commercial and private teaching shops in the name of foreign educational providers.

Tripura Autonomous District Council Elections

The Central Committee warmly congratulated the CPI(M) and the Left Front of Tripura for their sweeping victory in the Tripura Tribal Autonomous District Council elections. Of the 27 seats which went to the polls, the Left Front has won all the 22 seats declared so far.

Organisational Decisions

The Central Committee conducted a mid-term review of the implementation of the organisational tasks decided at the 19th Congress of the Party in April 2008. An indepth examination of the work for implementing the tasks was undertaken and the immediate tasks for the future were worked out.

The meeting constituted a four-member Central Disciplinary Commission of the Central Committee. The Commission will consist of S Ramachandran Pillai (Chairman) and Madan Ghosh, V Srinivasa Rao and U. Vasuki as members.

Extended Meeting: The extended meeting of the Central Committee will be held from August 7 to 10, 2010 at Vijayawada in Andhra Pradesh. The Central Committee worked out the schedule for the preparations for the extended meeting.

Political Campaign

The Central Committee called upon the Party to undertake a political campaign on the following issues:

1. On restructuring Centre-State relations in view of the Centre’s inequitable policies and encroachment on state’s powers.
2. Scrapping the present Civil Nuclear Liability Bill and bringing in legislation which will protect the interests of the Indian people.
3. Oppose the setting up of foreign educational institutions in the country.
4. Against high level corruption and demanding action against those involved.
5. Take firm action against extremist Hindutva organisations involved in terrorist violence and action against those fomenting communal violence.
6. For bringing the women’s reservation Bill in the Lok Sabha and its adoption.

Withdraw the Foreign Educational Institutions Bill!

The HRD Minister has tabled the Foreign Educational Institutions (Regulation of Entry and Operations) Bill along with three other education related bills in the Lok Sabha today. The SFI registers its strong protest against the tabling of the FEI Bill which seeks to promote FDI in Indian higher education.
The bill seeks to allow any “foreign education provider”; who have twenty years experience of providing “educational services” in any country and who can maintain a corpus of Rs. 50 crore; to set up off-shore campuses in India. The bill gives complete freedom to these foreign education providers to determine the fee structure and admission criteria for students, even absolving them from the constitutionally mandated reservations for socially deprived sections. This will only lead to rampant commercialization of higher education and create enclaves for the elite within the education system, undermining the principles of equity, social justice and intellectual self reliance.
The stated objective of the bill in keeping sub standard foreign institutions at bay is nothing but an eyewash, since the bill in Clause 13 (1) allows for foreign institutions which are not even notified as FEPs to offer certificate courses in the country without any regulation. Clause 9 (1) further enables the Central Government to waive off even the minimal regulations provided in the bill on the basis of criteria such as “reputation” and “international standing” of the institution. These provisions further make the bill a sure recipe for misuse and corruption.
The likely gain from this bill being cited by the HRD Minister, in terms of good quality foreign universities coming to India, is never going to materialise. No reputed foreign university has so far announced its intention of setting up campuses in India. The ones that are interested to enter are teaching shops, whose sole motivation is to make quick profits by offering sub-standard courses, which have little academic value. In this regard, SFI would like to cite the views of Nobel laureate Venkatraman Ramakrishnan, who has said that: “Whenever these outstation universities set up campuses, be it in Singapore or other places, they have not been able to reproduce the culture of the original place”.
SFI considers the FEI Bill to be the first step towards the implementation of the HRD Minister’s neoliberal agenda in higher education. SFI is determined to fight this agenda tooth and nail. SFI Units across the country will organise protests to force the Government to withdraw this anti-student bill.

DYFI Rally in Chennai For Peoples Cause

DYFI TamilNadu state committee organized a rally in the state capital Chennai demanding rollback of various anti-peoples measures taken by both the State and Central governments. The rally also demanded immediate filling of various state and central government vacancies. The other demands included extension of National Rural employment guarantee scheme to urban areas too. The protesters demanded immediate withdrawal of policies for selling shares of public sector institutions. There are around 63 lakh unemployed youth who have registered with the employment exchanges across Tamil Nadu. DYFI State President Com SG Ramesh Babu, State Secretary Com Kannan, Former office bearer Com. S K Mahendran MLA led the rally and spoke on the occasion(Photos : Gavaskar Theekathir)
